A Study on the Integration of Health, Medical Care, and Welfare Services

Abstract
Health, health care, and welfare services ought to be provided in a more cost-effective way to cope with financial restraints and shrinking public revenues.
So to explore ways of meeting the new needs for health and welfare services in this age of national financial instability is necessary to every country.
It is necessary to integrate health, health care, and welfare services for promoting the well-being and health of people, and securing equal access for all to high-quality and effective welfare and health care services.
In Korea, as a method of integration of health and welfare services the Model Health-Welfare Office has been enforced since 1995. But many researchers don¡¯t think of the services effective because there are obstacles in integration program.
But in spite of many obstacles, they want the integration of health, medical care, and welfare.
So I hope to suggest some ways to realize rather functional integration than organic and formal integration. First, Public agency, private agency and people in the community needs to be organized in order to create a coordinated, integrated service system.
Second, the progressive approach : communication, linkage, integration
Third, the systematical approach to the integration of health, medical care, and welfare.
Fourth, function integration is prior to organizational integration
Fifth, the services for the old and the disabled should be integrated between health and social welfare service because they have experienced a poor deal from community.
Fifth, the integration of health, medical care, and welfare services is contributed to 1) utilize scarce resources more efficiently, to 2) deliver services to beneficiaries more effectively, and to 3) improve accessibility to such institutions, while preventing duplicative delivery and reception of services.
Further studies should be conducted to develop effective strategies for integration. These studies should include efforts to understand not only the consumer¡¯s factors but also the social, economic, institutional, and environmental factors that contribute to integration.
